Praise be to Allaah.
If this brother’s staying in a non-Muslim country will serve
some shar’i purpose, such as if he is a daa’iyah who is qualified to call
non-Muslims to Islam or if he does a job that is important to the Muslim
community, such as if he is an imam, khateeb, teacher, etc, or if he needs
medical treatment that is not available in the Muslim world, or he came to
engage in permissible trade and then return to the Muslim lands, or he came
to acquire knowledge that the Muslims need but is not available in his
country, or if he was a refugee fleeing from tribulation, or any other such
reason, and he has sufficient knowledge and faith to ward off doubts and
desires from himself, then your helping him is an action which is valid
according to sharee’ah and you will be rewarded for it. That will come under
the heading of helping one another in righteousness and piety and protecting
your Muslim brother.
Otherwise, do not do it.
You may differ concerning his situation, in which case you
should refer to the opinion of those who understand the situation and have
knowledge of this brother’s case. May Allaah help us and you to do that
which He loves and which pleases Him.
